Why do so many recipes call for "While Lilly" flour? Is it a regional thing or, is the flour really different some how?

SidPostWhite Lily is a brand of self rising flour that is milled to a finer degree than most making it closer to cake flour in baking. It is generally used to make lighter textures in things such as biscuits.
