I know some people have been complaining about the size of the space between the front pocket and the bag. Is there a way to adjust the size of that space, or perhaps changing the shockcord for a longer one?

I think the common complaint is that the gaps in the shockcord allow for small items to escape. That's true, as it's designed as a storage area for larger items like rain jackets and then smaller items can usually go inside the zippered pocket. It's true there are some items that are slightly too big to fit inside the zippered pocket yet a bit too small to fit in the stretchy area, but most items should fit in one of these places. You can also adjust how the shockcord is routed to close some of the gaps. The stretchy space accessed behind the front pocket isn't too large, but it's a decent size. We don't get many complaints about this, but you could easily swap in a longer or just thinner shockcord to increase the size. The stock shockcord is 3/32" diameter. Swapping to 1/16" would be quite a bit stretchier so it would increase the volume without making the zippered pocket hang loose, as longer shockcord may.
Yes it is a good spot for wet items. A wet tent fly is no problem. I use it for rain gear commonly. Regarding fitting, I will note this pack is fairly large for a "40L" pack because the M/L size is actually 43L and that's just inside the main compartment. Unlike some companies, we aren't including the external pockets in that.
