Please help!!

My father in-law suffers from a very rare cancer, one side effect is the acceleration of his loss of hearing. Apart from buying a very expensive TV which is not ideal; ( I wound buy him one of these but my own finances are tied up with medical expenses and children!) are there any "splitter" type of products that would plug into the existing TV via headphone jack, ac/c plugs, or HDMI; that would enabled the volume to be split; say through the headphones and either the TV speakers by way of "ARC"!! (not totally sure how that works!! which is why I am asking for help) or another external speaker? then both my in-laws could enjoy watching the same program together without annoying anyone else. It seems a very simple question ,but I am originally from the now defunct watch community (please don't hold that against me!) We are in Australia so details of manufacturer would be appreciated. There does not seem to be much choice of help here. It may be a big country but with a small and spread out population you cannot always easily get what you need. Thinking about this from the other end, depending what is your signal source-- I assume cable box here, but could also be an AVR-- you could do any splitting before the signal gets to the TV. In my case, my cable box goes into an AVR over HDMI and then the AVR spits out HDMI to the TV. What I could do, is split the HDMI out to a DAC box (HDMI to RCA). That would give me an HDMI that goes to my TV, and one that goes into a converter, which you could then use with wired headphones OR get bluetooth involved. You might find a DAC that has Bluetooth, or you might get a small Bluetooth transmitter that would plug into the analog outs from the split HDMI, and use with Bluetooth headphones. Shouldn't cost ya too much, if you are comparing to buying a new TV. Also some Tv's have a simultaneous analog out. In that case just plug straight in, all you would probably need is RCA to 3.5mm adapter

Hi! So basically you want the tv to output to both a headphone and also the tv speakers at the same time? If you have an external speaker, it would be easy as you can just use a regular 3.5mm cable that splits in two. Something like this:

Yes, you can do that. Or you can control the volume at the TV and the speakers instead. Meaning you can use the TV remote to control the headphone volume, and then adjust the speaker volume accordingly. My only concern is, you're gonna need a really long headphone cable to get a comfortable distance between the user and the TV. Maybe you can consider looking for wireless headphones meant for TV use, for example Sennheiser RS165 like below:
