If this were gaming, I'd say vote for the 8700k and 1700x. 8700k will get you max gaming performance, but 1700x will get you much cheaper gaming performance (and 2 more cores to play with).
But, this is HEDT which are better suited for better scaling tasks like high-rez video and photo editing, programming/compiling, VM hosting and the likes. Stuff that scales super well with more cores rather than more IPC (gaming), so the only choices that would make sense to me here are the Threadrippers and the 7900x.
