Staying in the last setting used is called memory and is seperate from the intensity settings, but can be part of the program. Maybe they can add it if enough people ask but probably not. Depends on what they did when they designed it.
While single mode lights are popular in some tactical models (I have several Surefire models that do this) and the like, they are not generally considered popular for EDC where you might need a light to do a wide variety of activities. For example I use my EDC in a very low setting to check on my toddler at night and change his diaper then later use a high setting to walk out to my car. Generally speaking EDC lights are general purpose and single mode lights are not.
