I'm assuming that this is two stacked polarizers that get progressively darker as the lines approach 90 degrees in relation to each other.
Does anyone have any experience with how well this product works?
The last time I had Cokin on my lenses, it was the 80's and I had a bunch of those square, resin graduated split color filters that allowed you to achieve any number of cheesy effects, like a tobacco sunset over the water.
If I recall properly, those filters were not known for their fidelity in terms of resolution and image quality.
Are Cokin products better these days?
K.T.NI can't speak to Cokin but I have the same product from another manufacturer and your assumption on function is correct. Having a variable density ND is fantastic if you have the need for it. I love it. It's great for minimizing gear taken in-the-field and gives you the functionality of pretty much 1-8 stops. I've made some great time exposures in broad daylight nearly wide open using mine.
