is this designed to be permanently placed on the dash since it is adhesive?

eweenot adhesive but apparently strong cup suction, should work as long as you place it on a none curved part of the dash board

SolliYou are partially correct. It is a strong suction cup, AND it does attach to curved surfaces, it's more about the texture of the dashboard. That being said, if your state allows it, you can also stick it to the windshield since it's a lot more smoother surface.
