This booster box will give you 360 cards. As for how many 'decks' that could give you, that's unanswerable. Those 360 cards could go on to end up in dozens, possibly hundreds, of different decks. One box can also provide the basis for an 8 man draft, at 3 boosters per person.
What is your local game play space like? Is FNM well attended with lots of people playing rules variants? Are there people playing Highlander, Cube, Standard and others? Or is there only activity when there's a new release and there are competitions. As a core upon which to build a competitive collection, MM isn't a terrible way to start; there is a lot of value included. However, I suspect that most people would want to add some 15th edition and Origins that'll be coming out in just a week, plus others depending upon their local meta.
