Can I use this with an OTG cable on my Note 4 to charge the phone while using the USB capabilities of they phone?

Edgaryou should be able to as long as it plugs in by USB or USB mini-B or has an extension for it

EdgarUnfortunately, you can't as it uses more amperage and voltage than your phone can output.
