Is there a way to disable the lights and screen when the PC it's plugged into is shutdown? I don't see any such options in the software that controls it all.

There is no way to disable the screen or lights. The light mode can be changed, but there is no "off" mode. Yes, there is a button on the bottom of the dock that sets the light mode. There are several options, including "off".
