Are these stiff enough to write on without poking through the paper?

Yes.
I just tested it by writing on copy paper with a pen (rotring 600) and a mechanical pencil with 0.5 led and it did not poke through. The mat seems to be firm enough to let you write over paper. Although I suppose if you were to have a fairly thin piece of paper it might poke through if you are not careful.
