Would these work for a 2016 Toyota Camry?

These lugs are all cone seat, so they would only work for aftermarket wheels. Toyota factory wheels use a different style of lug nut.

I'm getting the upgrade with the 17" alloy Toyota wheels not the steel with hub cap does that make a difference?

If they are factory Toyota wheels that use a "mag style" lug with an attached washer these will not work. Most factory Toyota wheels use that type of lug, the lugs in this drop would only be for aftermarket wheels in your case.
