Those folds on the bottom of the inseams are not sown like that are they? I never liked rolling up the bottoms of my jeans

No, they're not sewn in like that. That's just a styling decision. Many folks like to roll up their cuffs for aesthetic purposes and also to show the selvage on the fabric (which distinguishes them as being selvage fabric).
