Is it switchable so that it can run with powered speakers? It does not appear to have that functionality.

You can choose to set the line output as either variable or fixed. So you can use it as a preamp with active speakers.

How will it perform with higher impedance (250, 300, 600 Ohm) headphones?

Based on the posted specs and following impedance equations:
128mW x2 at 250 Ohm,
106.67mW x2 at 300 Ohm,
53.33mW x2 at 600 Ohm.
