This is the fully-built version, which arrives completely assembled with switches and keycaps.
The barebones units will come assembled minus the switches and keycaps, as you predicted.

Yes, the foam kits are already in-stock. Here is the kit for the CTRL.
The PCBs will be in-stock when the keyboards arrive (within a month), here is a link to the V2 CTRL PCBA.

omniiThe LEDs and the diffuser are the same for V1 and V2. In addition to the sound improvements with the foam kits, the V2 PCBs also support 5-pin switches.
