Probably a noob question, but to be clear - if my laptop is powered down (i.e. not hibernating/ sleeping but actually switched off) can I use this switch to fire it up from cold?

This is designed to connect to the power switch pins on a desktop motherboard, which your laptop almost certainly doesn't have. Even if it does, if your laptop has a void inside that's about 2.5"x4"x0.75", you've got more important things to worry about than a wireless power switch.

How does the devices two keys communicate with the PC?
The keys does not communicate with your PC, it is just a wireless PC switch. The receiver and the transmitter is communicated via 2.4G

So... no reset switch functionality? a lot of cases are not including a reset switch now a days, this would have made a nice option for that, but I guess not.

I want this for my 14 GPU caseless mining rig. Others might want this for a remote computer that is automated to do something when powered up. Or to turn on/off a PC in a hard to reach area.
