are these like normal boosters as far as rares and uncommons are concerned?

gblazeskYeah, they're normal packs just with everything in foil and the pack itself is pretty crazy (it's a big cut-out angel in a blister pack, not just plastic wrapped around cards). Check out some opening vids on youtube if you want to see both aspects in action.
