The jest of it is the end device (like your phone) will take as much amperage as it can safely do so.
Apparently this power bank can provide 30W through the USB-C port. One thing that has frustrated me a lot with power banks is that they will only have this sort of delivery to multiple devices, but never a single device. Always read the fine print guys.
I also have a Huawei phone, (P10 plus) which can charge with 22.5W using 5V @ 5A. The spec sheet and advertisements have all been very clear. This power bank canprovide 30W through its USB-C port. With the (very reasonable and fair) assumption that they are following the USB standards correctly, this also means that you can charge a single device with up to 30W. They use the 12" MacBook as their example of this capability.
There is the possibility that to obtain the 30W they have to step up the voltage to greater than 5V, and that it cannot charge devices with 5V and a high current of 4.5A . This would however go against the assumption I mentioned above about following USB standards correctly.
