If we are specifically talking about complete beginners, the Velocity would be one of the best choices here. The main thing that makes this the most suited for beginners is the ability to switch from responsive to unresponsive on the fly. My friend learned on one of these and had a really nice learning experience with it. At the same time, you can already get it for $15, so I cant imagine there would be that much of a discount for it.

The n12 is the best yoyo on this list. Literally the only thing wrong with this yoyo is sub par pads which can be replaced with silicone easily. Its also half the price of the shutter
Saved money is saved money and the n12 is the best yoyo on this list except for maybe the shutter except its cheaper
I'd love to check out one of these beginner Yo-Yos. I used to tinker around with them all the time in the 90's when I was a kid. I picked up a cheap Duncan at the store the other month because they were clearing it out for a $1 and have been interested in getting back into it again.
I own both a shutter and a dark magic 2. I can say that hands down the shutter is better all around for unresponsive play, but the dm2 should come with both a responsive and non responsive bearing. If you are serious about wanting to learn string trick you would be doing yourself a disservice to settle for less. On the other hand the dm2 is pretty small compared to most full size competition yoyos like shutter
Despite the Shutter being a great yoyo, I think the YYJ Classic with a YYJ Unresponsive kit would be the best beginner tool. Starting at unresponsive is hard, I feel like learning responsive first and switching to unresponsive when you're ready is the best idea. DM2 and DV888 are both pretty dated YoYo designs as well, but I supposed the DV888 starter kit wouldnt be too bad.
I really don't think we should be starting people off on an unresponsive. I believe in starting with a responsive throw and not skipping out on the learning experience of responsive trick.s Just my two cents.

Responsive means that it comes up by tugging at the string. Unresponsive means that it returns with a trick called a "bind". Unresponsive yoyo's allow you to do some more advanced tricks taking advantage of the slack and the longer sleep time, but is difficult to start learning because it gets frustrating having to wind up the yoyo every time your throw comes out crooked. Out of what is on the list only the Classic comes responsive stock. I think the Dv888 and the Dark Magic can come either Responsive or Unresponive (minor mods to switch between the two.) Once MassDrop gets into the negotiation phase, they will have to make sure that they choose the responsive variants of those, if that is what we want. The shutter, in the lead now, is unresponsive.
If you wanted a recommendation for a yoyo to buy, I love my YoYoJam Classic. I have two that I've made unresponsive, and I carry them every day.
The Dark Magic 2 is one of my first yoyo. I think it is pretty decent for a starter at a reasonable price.
I think the dv888 is outdated too, but the kit is the perfect place for new throwers to start
Dark Magic 2 is a decent yoyo but is showing its age. Shutter is much better for the same price, IMO.

It has fairly high walls and a classic shape. Some people prefer these more organic classic shapes, but the newer all-aluminum yoyos with low walls and more weight pushed to the edges perform better.

My two recommendations for beginners looking for an unresponsive yoyo are the Magic YoYo N12, and the YoYoFactory Shutter or the YoYoFactory Horizon.
I'm not as knowledgeable on the responsive yoyos, but I like to give little kids the YoYoFactory One to practice with, and if they get decent with that, upgrade them to a Magic YoYo N12 or something.
