It's called an "equalizer" because it contains RIAA equalization circuitry that deals with the type of signal generated by magnetic cartridges and the boost / cut required by the RIAA phono standard that reduces the signal level for low frequencies and increases it for highs. Any amplifier that is designed to handle magnetic cartridges has this kind of equalization circuitry but most of them don't bother to call themselves "equalizers" even though they are.
You might be thinking of products that call themselves "phono equalizers" like the Thöress or Slee Jazz Club. The difference with these is that they offer several equalization settings besides the RIAA standard.
