What's the difference between the Base Kit and International Base Kit?

Coverage and language compatibility:

Base kit covers any layout between 60% and full-size but only cover ANSI Qwerty (and very basic ISO support)
International base kit is intended for the other languages (British, Brazilian Portuguese, Danish, Finnish, German, Norwegian, Spanish, Swedish & French)

Is 1u R5 shift that common actually? The Layer and Shift keys will keep their respective colors though.

Shouldn't the base kit picture (16) say 1/1 instead of 2/2? also the whole "base kit core kit" seems redundant and confusing. I want the international kit but there's no option to not have 'E' with the euro symbol on, strange.
