Do you think bundling the base and mods into one package would somehow make it drastically cheaper? If anything it'll be the opposite since this way more plack/ergo users are likely to buy the base so potentially it'll hit a higher price drop.
The universal solution is keeping kits separate, and there really isn't a good argument against that. This would not turn into a TKL or 60% kit that costs $50, it would still cost the combined total of the kits you see here.
Also F keys that appear missing? That is because most F key arrangements have alternating colors. Gives people the option to still do so.
