What's the difference between this keyboard and the James Donkey RS2?
It's the exact same keyboard with KeebMonkey branding on it. I got one from KeebMonkey last month. The software they have for it is from JamesDonkey and the underside has the RS2 branding.

Does this include switches? What else is needed to make this a useable keyboard?

No switches. You'd need switches and stabilizers in addition to this kit. (And if you get the barebones version, you'll need keycaps as well.)

one of the sellers of the James Doncky RS2 wrote that the case that come with his is "ABS+PC" the chance that it's not plastic is small

It's possible it may in the future, but this model is not currently in the QMK repository. There is a single Keebmonkey listed (not this one) and nothing listed for any JamesDonkey model. I'm not disappointed by this. I'd be fine with the default layout. The price is very low, so I'll probably buy it. I don't expect it to be an endgame but it looks very solid for the price.
