FN + F1: Screen Brightness - FN + F2: Screen brightness + FN + F3: Search FN + F7 ~ F12: multimedia shortcut keys FN + Insert: Power on Insert 4 sec: Power Off FN + Delete: clear all memory of Bluetooth devices FN + Ctrl (Right): Application Key FN + ↑: increase the brightness of the keyboard FN + ↓: lower keyboard brightness FN + →: disconnect the current Bluetooth link, enter pairing mode search FN + WIN (short press): shielded WIN key FN + WIN (press 3 seconds): Left WIN key and FN swap FN + Left Ctrl (press 3 seconds): as Ctrl key exchange with Caplock
to pair enter pairing mode on keyboard ( first time on or FN + →) go to the device you want to pair to Bluetooth manager. look for Bluetooth devices it should show up as VB87M. say pair then a 6 digit key should show up on screen. enter the digits on keyboard then press enter.
Insert key will be solid when paired, moderate speed flashing when in pairing mode flashing ON and OFF in 1.5 sec, while charging will flash slow ON for 2 secs OFF for 2 sec. forget what fully charged and battery low flash pattern was.

For me, just pressing Fn turns it on, and Fn + Insert as well as Fn + -> literally do nothing. Can't get this thing to connect to my Windows 7 PC. Frustrating,

Windows 7 doesn't support BT 4.0 you need to get a 4.0 card with drivers containing the stacks. on page 34 of this discussion i listed some internal cards for laptop and desktop that work with Windows 7. If internal card is too much of a hassle for you then there is the Kinovo BT Dongle which also works outside of that it won't work on windows 7. But hey you can always upgrade to windows 10 for free and no longer have that problem personally i already made the switch and love it.

could you explain the FN + Delete command does? are you sure it does this?

yes it does delete all stored Bluetooth connections unless it has changed from the 2nd drop to the 5th drop in a way I'm unaware of but it does that for me at which point you will need to delete the current profile from the device as well if you want to connect again.
