Sadly, the only two solutions seem to be to produce a better batch to distribute or to fully refund each order as they are unusable.

zisbshort answer is that there are garbage. the BSUN panda stems that people throw out when they make holy pandas are better than this. when you put a key onto this stem, the key just wobbles around when you move the keyboard. i have never seen anything like this before.
