Will the designs for this be published so other groups will be able to produce it in the future? I know the original ErgoDox hardware is licensed under GPL, so if this is a derivative of that, it must be licensed similarly.

The case and pcb have been completely redesigned, so there aren't per-say a derivative.
We'll likely use something like the CERN Open Hardware License v1.1 because it makes more sense for hardware than the GPL (which is software focused). Large parts of the software are GPL licensed (some parts are MIT and Public Domain).
