I would never buy a 15" laptop with a 720p screen. Full HD is the minimum.

You can get a Ryzen 5 or a i5-8250U in a $300 laptop if you have the right amount of buyign power which is pretty much the whole point of massdrop so yea was really excited until I saw the cpu.

Some people need that much power on the go or like me, don't care if their laptop battery lasts only 2 hours. THat being said you can get a nice i5 or ryzen 5 laptop for less than $500 and 1050 i5 laptop for about $550. A solid 1060 6gb laptop can be had for $700-800 so unless you're a content creator or need a desktop replacemnt yes under $1k should suffice but there are those exceptions.
