Got mine in last night. Had a quick listen, sounded ok, a bit muffled. I plugged it into my computer and had it play music all night. It sounded better today. I like it already and supposedly it opens up after a few dozen hours, so things are only going to get better.

RonHGive the tube some time to warm up when you power up the amp.
This isn't plug and play, gotta wait at least a couple of mins before you can connect your headphones and tune in to music.

seriously now, this is a great little amp, especially if you're looking for some coloration and warmness out of an otherwise neutral and flat headphone.
This is also a perfect opportunity to experiment on tube amps , tube rolling and DIY in general. Plenty of modding options for these !

LQDForceI hv a HD650, HE-500, Monoprice cheapo bought today
amp: G&W T2.6F tube amp (from a few years back) and a Emotiva Mini-a X100 at my door step right now
DAC: Nuforce Udac 1, Emotiva Stealth DC-1 (at door step)
So I don't really need an amp.. this is "just for fun" if I get it.. A little Shopaholic lately as you can tell

LQDForceIts gone now.. althought partxpress still has it cheap.. but I guess Schiit Vali would be more suitable for me if I need something cheap to play with.

The HE-400 won't work well with the V3, as they are low impedance, high efficiency headphones.
You can get the Fiio E10 if you're really on a tight budget. It is a good starting point if you don't have a DAC.
The O2 is also a great amp for the HE-400 , but compared to the others, its sound signature is more 'audiophile' - analytical, dry, neutral and flat.
If you're looking for a hybrid tube amp just like the Bravo, consider the Little Dot 1+ .

LQDForceI was wondering why you say that & what your source is. I checked out the specs of the Little Dot 1+, and it is very similar to the Bravo V3.
Bravo V3: Out-Put Impedance: 20~600 Ohm Little Dot 1+: Suitable Headphone Impedance: 8 - 600 ohms HE 400: Impedance: 35 Ohm, Sensitivity: 92.5 DB
The Bravo V3 should handle the HE400 just fine. I am currently using a HE400 w/ the V3 and it sounds great w/o any problems.
If you guys are looking at alternatives, I would recommend looking at these tube amps: http://www.garage1217.com/index.html Has a very similar sexy, naked design =P
